Gillen, Lawler, Fitzpatrick Announce Introduction of Bipartisan Access to Family Building Act of 2025
WASHINGTON, DC – Today, Congresswoman Laura Gillen (D-NY-04) held a press call with Congressman Mike Lawler (R-NY-17) to announce the introduction of H.R. 2049, the Access to Family Building Act of 2025, which they led alongside Congressman Brian Fitzpatrick (R-PA-01). This bipartisan bill would codify the right to access IVF nationwide. The Access to Family Building Act of 2025 is the only bipartisan bill providing a federal statutory right to access IVF that has been introduced in the 119th Congress.
“I am proud to lead this bipartisan bill that gives millions of Americans much-needed certainty that they will be able to use IVF to build their family, no matter where they live,” said Rep. Gillen. “Families struggling to conceive go through indescribable heartbreak and stress. The last thing they need is to worry about is legal challenges to IVF delaying or outright halting procedures. Infertility is not a partisan issue. I will continue to work across the aisle to protect access to IVF and adjacent reproductive technologies that have helped countless individuals experience the joy of parenthood.”

H.R. 2049 would codify the federal right to assisted reproduction technologies, including IVF, and ensure that no State law can infringe upon this right.
