Gillen, Bresnahan Introduce the Bipartisan Traffic Safety Enhancement Act of 2025 to Replace Dangerous Intersections; Reduce Roadway Collisions
WASHINGTON, DC – Today, Congresswoman Laura Gillen (D-NY-04) and Congressman Rob Bresnahan (R-PA-08), members of the House Transportation and Infrastructure Committee, announced the release of H.R. 3440, the Bipartisan Traffic Safety Enhancement Act of 2025, which would authorize the use of federal surface transportation block grants for constructing roundabouts. Roundabouts are one of 28 proven safety countermeasures endorsed by the Federal Highway Administration to reduce traffic collisions and vehicular fatalities:
“There is a serious car crash every seven minutes on Long Island. As a Member of the House Transportation and Infrastructure Committee, I am proud to advocate on behalf of Nassau County residents to make our roads safer by investing in infrastructure that prioritizes safety, not speed,” said Rep. Gillen. “This bipartisan bill will help states and localities improve safety and substantially reduce car crashes by codifying the use of federal surface transportation grants to replace dangerous intersections with roundabouts that improve the flow of traffic, ease congestion, reduce emissions from idling and promote safer driving.”
"In my time working in the highway infrastructure industry, I saw the benefits of including roundabouts for better traffic patterns and increased safety," said Rep. Bresnahan. "Incentivizing roundabout creation through the surface transportation block program is a practical step to take in improving our local and national infrastructure."
The Bipartisan Traffic Safety Enhancement Act has been endorsed by multiple traffic safety groups, including Advocates for Highway and Auto Safety, the American Society of Civil Engineers and the American Traffic Safety Services Association.

Gillen is introducing this Bipartisan legislation as part of her comprehensive road safety strategy that would increase high-visibility enforcement, prioritize safety in roadway infrastructure and prevent impaired driving. As a Member of the House Transportation and Infrastructure Committee, Gillen has been a champion for increasing road safety and reducing preventable traffic deaths.
The Bipartisan Traffic Safety Enhancement Act is additionally co-sponsored by Rep. Brian Fitzpatrick (R-PA-01) and Del. Eleanor Holmes Norton (D-DC-AL).
